Defence Ministry Streamlines Procurement Cycle, Opens Fighter Jet Project to Private Sector Competition

In a significant policy shift aimed at expediting the modernisation of India&rsquo;s armed forces, the Ministry of Defence is undertaking comprehensive reforms to compress procurement timelines and introduce greater competition in defence contracting. Defence Secretary Rajesh Kumar Singh, addressing a high-level defence conclave in the capital on Friday, confirmed that the ministry has already shortened acquisition cycles by over a year &mdash; a move expected to cut nearly 69 weeks from the total procurement timeline.
Describing the past year as one of decisive reforms, the Secretary outlined key changes in procedural frameworks that aim to address long-standing delays in capability acquisition across the services. &ldquo;The revised procurement cycle is now leaner and better aligned with operational imperatives,&rdquo; he said, pointing to changes that will significantly reduce lead times from the acceptance of necessity (AoN) to contract conclusion.
Crucially, the Secretary emphasised a structural departure from nomination-based contracting &mdash; traditionally skewed in favour of public sector entities &mdash; towards a level-playing competitive model that allows both public and private sector firms to contest major defence projects. This policy is already seeing operational traction in naval shipbuilding contracts and, more notably, in the Advanced Medium Combat Aircraft (AMCA) programme.
The AMCA, India&rsquo;s flagship fifth-generation stealth fighter initiative, saw a major breakthrough on 27 May when the government approved a new execution model under which the development and production phases will be opened up to qualified firms across the defence manufacturing spectrum. This marks the first time such a critical air combat platform has been taken out of exclusive state control at the developmental stage.
Until recently, Hindustan Aeronautics Limited (HAL), the country&rsquo;s state-owned aerospace monolith and sole fighter aircraft producer, was presumed to lead the AMCA initiative. However, the competitive development model now paves the way for private sector heavyweights &mdash; including Tata Advanced Systems, Larsen &amp; Toubro, Adani Defence and Aerospace, and the Mahindra Group &mdash; to bid for a central role in one of India&rsquo;s most advanced aerospace ventures.
The Secretary also confirmed that the Defence Acquisition Procedure 2020 is undergoing a thorough review to better reflect evolving operational requirements and the emerging industrial landscape. &ldquo;The DAP must evolve in tandem with technological advances and the maturity of our domestic defence ecosystem,&rdquo; he noted.
The new direction not only reduces acquisition delays but also signals the government&rsquo;s intent to create a robust, competitive, and innovation-driven defence industrial base. With the AMCA project serving as the litmus test, the coming months will reveal how effectively India can integrate private-sector capabilities into its most strategically sensitive programmes.
